Downstream Service - Storm Damage Assessment
The assigned forest degradation product will focus mainly on the derivation of windfall areas, meaning that map information is produced which displays damaged forest areas. The detailed service specifications for forest degradation will be based on the needs and requirements defined by the EAA in close cooperation with the Austrian Federal Ministry for Agriculture, Forestry, Environment and Water Management/Department on Forestry. Thus, the final results will be presented and referred to the Austrian Federal Ministry for Agriculture, Forestry, Environment and Water Management/Department on Forestry. In order to optimize the production cycle, the GEOLAND II products (core service products) will be used as input to the production chain. For a proper installation of the service it is important to use multi-temporal, multi-spectral and multi-sensoral satellite data. For this purpose optical RAPIDEYE and/or radar data
TERRASAR X will be used complementary enabling a high-level output to detect the destroyed areas. The overall observation area foreseen for the testcase STYRIA covers mainly the northern part of the province of Styria with approximately 10.000 km². The products for the designated area to be delivered include an Ortho-Image-Map (Product 1) and a Forest Change Map for Windfall Areas (Product 2).
Use of GMES Core Data Sets (HR Forest Layers and Core Image Data)
Core product "EL-04a forest area" serves as a base layer to generate a forest mask out of the satellite imagery. Both images from the two records will be superimposed and two congruent forest masks will be computed. They serve as base images for the derivation of changes from storm.
